Meeting held in the Function Room, Bosham Village Hall, Wednesday, 1st June, 2005 at 6.45 p.m.

The Chairman explained to Members that Mr. Myers has been appointed Chairman of the Chichester District Council’s Development Control Committee (South) and, as a consequence, he would no longer serve on the Parish Council’s Planning Committee. The situation was fully understood and it was AGREED to ask the Parish Council at its meeting on 15th June, to find a replacement for Mr. Myers

The Minutes of the meeting held on the 11th May, 2005, as circulated, were approved by the meeting and signed by the Chairman.

Matters arising on the Minutes

 

 

Minutes 19.3, 22 & 28(2005) – Appln. BO/05/00234/DOM – 2 Gloucester Terr.

The District Council’s Enforcement Team Manager has written to say that an investigation is in progress in this matter. NOTED.

 

 

Minute 35.2(2005) – Flood Plan for Bosham Parish

It is suggested to the Parish Council that the Planning Committee should form the basis of a Working Party to consider the Flood Plan for Bosham Parish.

Planning Application on Weekly List – 11th May, 2005

The following planning application  was considered:

BO/05/01686/DOM – Westbrook House Westbrook Field – Alterations and

                                     additions including erection of garage and boat store.

                                     Provided the garage and boat store remain ancillary to the

                                     main dwelling, we have no objection to this application.

Planning Applications on Weekly List – 18th May, 2005

The following planning applications were considered:

 

 

BO/05/01742/DOM – Bramdene The Drive – Single and two storey side

                                     extensions and replacement roof covering. We do not

                                     object to this application, but it is noted that it has a large,

                                     flat, bland, westerly elevation adjacent to the footpath in

                                     a sensitive location. We would ask that consideration be

                                     given to some form of visual relief.

BO/05/01840/DOM – 10 M’Tongue Avenue – Second storey extension at rear

                                     and loft conversion. No objection.

BO/05/01871/TCA – Millstream Hotel and Restaurant Bosham Lane –

                                    Notification of intention to crown thin by 25-30%, crown

                                   reduce by 30% and crown raise 1 no. Eucalyptus tree. No

                                   objection.

                                     storage and maintenance building and construction of 1

                                     no. detached two storey house. No objection.

Affordable housing

 

 

Members NOTED that Ms. Carol Booker, Rural Housing Enabler, left Action in rural Sussex  at the end of May. At recent meetings with the planners, she mentioned that there is a lot of lot of local housing need in Bosham and that we are keen to find an acceptable exception site. She hopes that has been taken on board and that we will find that any future approaches we make are met favourably.

Other planning matters

 

42.1

Use of land for storage at Fletchers Barn Fletchers Lane.

It was NOTED that the Development Control Committee (South) at its meeting earlier today, voted in favour of the recommendations of the District Council’s enforcement officers that the owners of Fletchers Barn be ordered to remove the lorry trailer, sea containers, mobile site office, tanks etc. etc. from the site, with a six month period for compliance.

Notification of Planning Appeal

 

 

The Clerk reported that appeals had been lodged by Enterprise Inns Plc.in respect of two planning applications for the Anchor Bleu, High Street (BO/04/04419/FUL and BO/04/04421/LBC). NOTED.

 

42.3

Determination of Appeal

 

 

The Clerk reported receipt of the Inspector’s decision in respect of the appeal relating to The Strawberry Tree, Sunnyway. The appeal was dismissed because the proposed extension would have a harmful impact on the amenity of neighbours at Hope Cottage, principally because of its effect on the outlook from the study and on the availability of daylight and sunlight to that room.
