Planning Applications on Weekly List – 21st September, 2005

The following planning applications were considered:

 

 

BO/05/03484/LBC – 6 Mariners Terrace Shore Road – Internal reorganisation,

                                   re-instatement of windows on south elevation, new side

                                   porch and rear extension (existing to be demolished),

                                   works to boundary walls, insertion of roof lights and

                                   windows on north and east elevations. No objection.

BO/05/03488/DOM – 6 Mariners Terrace Shore Road – Construction of new

                                     rear extension and side porch (existing to be demolished),

                                     works to boundary wall. No objection.

BO/05/03485/DOM – 7 North Road – Ground floor and roof extension. Cdr.

                                     Johnstone declared a personal interest in this application

                                     and took no part in its consideration. We could not

                                     consider this application as the architect’s drawings are at

                                     odds with the written description.

BO/05/03519/DOM – Taffrail Crede Lane – Proposed dormers to east and west

                                     elevations in connection with loft conversion. We have

                                     significant concern as to the loss of privacy to the

                                     property on the west side (Cherry Tree Cottage) where

                                     there is insufficient room to provide adequate screening;

                                     we therefore consider this application to be un-

                                     neighbourly and it should therefore be refused. Members

                                     had before them a letter from Mrs. Stevens of Cherry

                                     Tree Cottage.

BO/05/03526/DOM – 10 M’Tongue Avenue – Second storey extension and loft

                                     conversion. No objection.

BO/05/03558/AGR – Land East of Reservoirs Walton Lane.- 5 million gallon

                                    reservoir for the storage of abstracted. Whilst we do

                                    object in principle to this application, nevertheless we

                                    wish to raise the following points, which we feel should

                                    be taken into consideration: 1) Landscaping and safety

                                    issues – It must be ensured that the landscaping shall be to

                                    a standard not less than already existing for the 2 adjacent

                                    reservoirs; adequate fencing to be provided together with

                                    other safety measures as required. 2) Existing overflow

                                    arrangements to be maintained into Fishbourne creek. 3)

                                    Abstraction of water should be carefully monitored and

                                    any advice issued by the Environmental Agency adhered

                                    to.

BO/05/03549/DOM – 36 Brooks Lane – Single storey rear extension. No

                                     objection.

Planning Applications on Weekly List – 28th September. 2005

The following planning applications were considered:

 

 

BO/05/03516/COU – Ham Farm Main Road – Use of agricultural parking,

                                    distribution and storage shed for B8 purposes with

                                    ancillary B1(a) use. The original application was

                                    permitted, because the applicant demonstrated a special

                                    compelling need to build the development within the

                                    strategic gap; this was despite strong opposition from both

                                    Bosham and Fishbourne Parish Councils. When consents

                                    were granted, the District Council thought fit to impose

                                    the following conditions: The extension hereby permitted

                                    shall not be used except for storing, chilling, washing,

                                    wrapping, weighing, labeling, packing, and assembling

                                    for distribution and any ancillary processing, of

                                    agricultural produce grown only on land controlled or

                                    owned by the applicant and shown on the 1:10,000 plan

                                    695.1 received 30.9.97 and for no other purpose. There

                                    shall be no use of the building for the handling of produce

                                    not grown on this land except that a maximum of 25% (or

                                    such other percentage as may be agreed in writing for a

                                    temporary period) of the crop handled may be grown

                                    elsewhere. Reason: To ensure that the use is appropriate

                                    in an area defined as a Rural Area in the Chichester

                                    District Local Plan. To grant permission other than in the

                                    terms of this condition would be contrary to Development

                                    Plan policies. The changes of use requested under the

                                    current application will result in the creation of an

                                    industrial park in the strategic gap and in a sensitive rural

                                    location. It is the view of the Bosham Parish Council that

                                    its use must remain agricultural. The policy, which allows

                                    surplus agricultural buildings to have change of use, we

                                    believe, is not relevant in this instance; this policy is

                                    primarily intended for “old stock” buildings to be given a

                                    useful life and should not provide a loophole in planning

                                    to permit general industrial use. Intrinsically this is a new

                                    development of no architectural merit and out of

                                    sympathy with the landscape. We object to the current

                                    application and if the building will be surplus to

                                    agricultural requirements, it should be demolished.

 

 

BO/05/03648/FUL – Sturts Croft Hoe Lane – Change of use from cow shed to

                                   form extension to single dwelling and associated works.

                                   No objection.

 

 

BO/05/03652/LBC – Sturts Croft Hoe Lane – Change of use from cow shed to

                                   form extension to single dwelling and associated works.

                                   No objection.

The Clerk reported that a Section 106 agreement could be attached to the future redevelopment of Britannia Court and the Parish Council have been asked to consider the benefits of such an agreement.
