Subject to the addition of Mrs. H.J. Copsey’s name to the list of members present at the meeting and the deletion of her name from the list of apologies, the Minutes of the meeting held on the 29th December, 2004, as circulated, were approved by the meeting and signed by the Acting Chairman.

Matters arising on the Minutes

 

 

Minute 96(2004) – Planning Applications on Weekly List – 8th December, 2004

Members NOTED that planning applications BO/04/04215/COU (Ham Farm Main Road) and BO/04/04228/FUL (Shearwater House Bosham Hoe) were considered by the Planning Committee after the Parish Council meeting on 12th January, 2005 when it was AGREED to lodge a strong objection against the Ham Farm application and no objection against the Shearwater House application.

 

 

Minute 97(2004) – Planning Applications on Weekly List – 15th December, 2004

 

 

The Acting Chairman reported that further papers had been received from the District Council in respect of planning application BO/04/04116/DOM (Harbourside Bosham Hoe), which now satisfactorily clarified the position regarding the boatshed. NOTED.

 

 

Minute 98(2004) – Planning Applications on Weekly List – 22nd December, 2004

The Clerk reported that he had not heard further from Mr. Boissevain regarding planning application BO/04/04434/TCA (Laneside Bosham Lane) and proposed adding the application to the list of “no objections”. Members AGREED.

 

 

Minute 101.1(2004) – Schedule of Planning Applications

 

 

Members NOTED that the District Council’s Area Development Control Committee South meeting on 5th January, 2005 deferred consideration of the Vodafone (Southfield Industrial Park Delling Lane) planning application in order that a site visit can be carried out.

 

 

Minute 101.3(2004) – ‘Springfield Hostel’

 

 

The Clerk reported that despite inquiries of the Planning Department of the District Council and inquiries of the Surveyors who submitted the planning application on behalf of the owner of Springfield in 2003, he has been unable to establish if Springfield is to be used as a hostel in the future.

Matters raised by the public

 

104.1 

Vodafone mast – Southfield Industrial Park

 

 

Mr. Roger Stone and Mr. Richard Gambold addressed the meeting; they had attended the Area Development Control Committee South meeting on 5th January, 2005 and had expressed their concerns regarding possible health risks emanating from the latest mast and its visibility and lack of screening on the site. They felt the mast could be better sited in the AONB and suggest moving the mast from the south-west to the north-east corner of the site, although the site owner(s) have not been consulted on this point. Members AGREED to discuss this matter further under “Any other business”.

Planning Applications on Weekly List – 5th January, 2005

The following planning applications were considered:

BO/04/04482/DOM – Ferriby Taylors Lane – New front porch, single storey rear

                                     extension and internal alterations. No objection.

BO/04/04510/OUT – Land to Rear of 10 Broadbridge Drive – Two storey three

                                    bedroomed dwelling with integral garage. No objection.

Mrs. Copsey reported that she had arranged for a speaker to address the Parish Council at a Special meeting on 9th March, 2005 on the subject of affordable housing. The Clerk confirmed that he had booked the Function Room for the meeting. NOTED

Other planning matters

 

108.1

Vodafone Southfield Industrial Park Delling Lane

It was NOTED that the planning application dealing with the Vodaphone aerial at Southfield Industrial Park Delling Lane was deferred by the Area Development Control Committee South meeting on 5th January, 2005. In the circumstances Members felt that they could reconsider their position as regards the application. New information indicates that what was described as a minor amendment to the original application has resulted in a substantial increase in scale at the head of the mast in a particularly exposed location within the site. It is our considered opinion that this mast be moved within the site so that it is further from residential properties and better screened by the existing evergreen trees.
